Ok everyone,
Rules for making characters:
Standard. As per book. There are some merits and flaws that I make harder to get like: Ambidextrous, Lucky, etc..
As per playing ghouls or 14th and 15th gens, There are some rules that I am keeping. Like ghouls can only have one discipline unless they take the merit: Learn other Disciplines (3). Also, the domitors/regnants gen will make the decision about to what level the discipline may be learned to. Their blood pool will be limited to 4 vampiric traits and the other six "normal". Disciplines for ghouls will cost just as if they were out of clan. REGARDLESS if the discipline is "in clan" for the regnant/domitor.
gen cap is at 10th for vampire characters.
The only disciplines allowed at character generation for ghouls are: Potence, Celerity, Fortitude. Again, this can change with the merit: Learn Other Disciplines (3).
As for Merits and Flaws, No more stacking i.e. enchanting voice, natural leader, and friendly face giving someone well over their gen max in a social challenge. This doesn't mean you can't still have them, it means that you have to pick one to resolve the tie.
